How do I separate the label and the value?

A comma is the clearest separator: Design, 12. A colon or space before the number also works.

Do the bars start at zero?

The scale starts at zero when every value is positive. A negative value is drawn, but the track is sized from the largest value.

Can I use this for time series?

You can, with the period as the label. A line chart is usually easier to read for a sequence.
